How to Become a Competitive Retailer
in the NEC Service Area

Certification Process

The following are the steps that a Competitive Retailer (CR) should expect to complete in order to qualify as a market participant in the NEC service territory:

  1. Obtain formal certification as a Retail Electric Provider from the Public Utility Commission of Texas (PUCT).
  2. Obtain and provide the following information when registering with the Electric Reliability Council of Texas (ERCOT):
    1. Designate a Qualified Scheduling Entity (QSE) described in the ERCOT Protocol Section 16.3.1.2.
    2. Execute a Load Serving Entity (LSE) Agreement with ERCOT.
  3. Link to the PUCT Rules and Statute to view the technical and managerial resource requirement qualifications of Substantive Rule 25.107 (.pdf), pages 6 & 9.

Testing Process

Obtain ERCOT Testing approval for Electronic Data Interchange (EDI) transactions.

  1. Review access tariff and execute required contract documents with NEC.
    1. Access Tariff and Delivery Service Agreement (DSA). The NEC DSA and Trading Partner Information forms should be executed prior to the commencement of retail delivery service.Contact CR Relations for these forms.
  2. Review/complete the NEC Post-testing Instructions for CRs which begins with step one above.
  3. Our CR Relations staff will contact you as indicated in the NEC Post-testing Instructions for CRs and will guide you to develop and manage:
    • Trading Partner Information
    • NEC Business Practices and Procedures
    • Issue Resolution Process
    • Support for Industry Transition Requirements
    • Continuous Process Improvement
  4. Return NEC's required contract documents to:
